The DNR2025 was presented on 15 December 2025. The DNR2011 has been updated on the initiative of the BNA and Koninklijke NLingenieurs. Legislation and regulations have changed significantly since the previous version of the DNR2011. Issues such as digitisation, changing contract forms, sustainability, safety and the increasing complexity of projects were the reasons for the revision. In addition, too many exceptions were brought to the table during contract negotiations.

During the development of these updated general terms and conditions, NVTL, in collaboration with the working group on agency interests, submitted opinions in the pre-consultation phase. BNA and NL engineers also consulted insurers, RVB and other government bodies. This has resulted in a widely supported document. It is recommended that DNR2025 be used in combination with the “Model Contract for Assignments” and the “Explanatory Notes”. The Explanatory Notes are not a formal part of DNR, but provide background information, context and examples for all provisions to clarify their content and operation.
